If true that they were roughly cut down and not just broken, I can offer a couple of off the wall suggestions but maybe gameswat can provide a more robust engineering/operator historical insight? Looked like a Pace conversion to me on first seeing it, so googled 'Jennings Pace conversion' and this turned up, described as Mills Pace Gooseneck conversion. Not exactly the same but is likely a Pace lower casting conversion collaboration of some kind?
