That's unlikely, the stop levers aren't different; it's the horizontally moving clock bar that is shaped to release them in order.
As TF says, check that end of what's happening. What you haven't described is if the time gap between the stops dropping is as you'd expect or (as I suspect) 3 and 2 are dropping close to each other?
