Can we agree that the original Mills idea was to have TWENTY fruit symbols on each reel, even though there were only ten possible stops, for the purpose of making it LOOK as though the player had 'just missed' or was 'one off'? I don't believe I've EVER seen a machine, Mills or otherwise, with a ten-stop mech. and just ten fruit symbols of 20-stop size, spaced out with ten GAPS.
This is what we seem to be looking at here.
