Just an update. I tried method 3 - unscrewing the big bolt on the right of the dog. I've given it a few whacks to try and encourage the arm upwards. It's not budging in the slightest. It's nice to read about these Peter Simper machines. It's nice that people have recollections of them. Also what comes over is what a happy ship it was there. People seemed to have really enjoyed working there.

Thanks guys. Yes, the one I couldn't move is the one in circled in yellow. But I can try what you suggested, as it sounds like this would be best. I was under the impression that by loosening the big bolt in purple, the arm would gradually come back up and then I would re-tighten the bolt again. But...

It's like the bandits are on strike, not allowing the arm to be pulled until their demands are met. I'll have a go later and report back, but yes I think it looks like I'm going to have to try one of the more dangerous options.
