It would mean a change in the law which would mean time in Parliament, when there are many more urgent matters. It would not help the MP who championed it in the eyes of those who voted him there ................ in fact it may make those who weren't enthusiasts critical of him and what he was spend...

I've seen one before on eBay UK I did bid for it but it went for more than I wanted to pay. I don't know if I had any evidence to think so, but I believed that its format was original GW.
