Problem now resolved! !THUMBS! I removed two of the vertical fingers and filed a little bit from under the nose (the pointy bit which goes through the discs). I only removed about 1 to 2mm which was just enough to allow the finger to pass through the troublesome holes in disc 3. The machine now pays...

I think I know what the problem is. Before I stripped down the reel mech, there was a bit of play between reel 3 and its disc. The rivets that hold the disc onto reel 3 were loose.
