No idea regarding chain Mr pm, but holes are for the screws that held the ball 'chamber box' and perspex covering (see pic) rather blurred photo but it does show the fixing screws

As Jimmy stated, the allwin is by The British Manufacturing Company (London) run by Charles Featherstone and dating from the 1930s, they also made a halfpenny version of this machine - see photo below, the company did not survive WWII.
