There is a coin stuck somewhere at the bottom of the mechanism which is jamming it. If you remove the mechanism from the case you should see it. A torch might help.

That's my guess anyway.

But the situation is bit different in the UK. See wikipedia.org/wiki/Slot_machine ...in the UK, a fruit machine takes on an amount above its payout percentage before winning, so if a payout is 95%, a machine will make the player lose £10 before paying out £9.50. Not so. As I've said before, a game can be designed so that a skilful player can increase their odds. This is true of many modern fruit machines which reward strategic play . That's a nice looking machine, I'll try to get round to have a look sometime if I can.

I think people with similar machines generally buy whatever size pack of fruit gums are available and then take some out so they fit.

They aren't difficult to fault-trace if you have a multimeter. Could you not have a go yourself? I'm not familiar with this particular machine but many faults on EM machines are caused by burnt-out windings and can usually be cured by swapping coils around, and then rewinding the least important one...
