Confirming the above the handle release is electro mechanical, I had a similar one called Sailor. It was also on free play and took me ages to sort it out, turned out that the wiring to the light tubes was wound around the wires to the handle release solenoid and a tiny current was being induced acr...

I once had a Sega that sported two factory fitted additions. One was a plug that sealed up one of the bells on the first payout disc and the other went on the brake star wheel to prevent it from stopping on a Bar.

Coin-op gives good advice, it may also be that you have two many thin coins which coupled with another clue you give us "how many coins are put in at once." would be enough to jam any machine.
Try it with only QE11 pennies and edumicate the little blighters to only put in one coin at a time.

Having had several E/Mech pinballs and most of those Zachs my advice would be if it works don't tamper, there are so many contacts ..... leaf switches etc. that you'll be bound to upset something that was previously working.
Deal with problems as they occur and not what might benefit from a clean.
