It is rather wonderful - a 1940 Baker Novelty Company Inc. Sky-Pilot
Baker are probably best known for their version of Paces Races (Bakers Pacers).

Might well be from 1940 as the guy says but clearly not in its original set up as the target plane appears to be a jet

The one pictured above looks like it was probably revamped by Mike Munves in the 1950s but, as you say, the jet target in the video has to be post '40s. I understand Germany's first fighter jet, the Me 262, entered combat on July 25, 1944.

Germany's fighter jet first hit the drawing boards in 1938 and made a first jet-powered flight in 1942 during the first half of World War II. But a long delay in jet engine development prevented it from entering combat perhaps as early as 1943.
