A clockwork mechanism connected to the reset lever suggests something is timed in operation.
Having a shufty for ABT model F Target Skill on Bing which I regard as quite naff compared to Google brings up a nice little video by John Zuk (no relation to my Uncle "Gordon Beadman", different name completely you see?)

They use a clockwork motor that lifts only one ball into view at any given time using cams, so you have to constantly re-aim. The guns give ten shots and the clockwork when properly restored will lift the balls into view 15 times, so you can't dawdle! Only two models use this system, the earlier mid 1930's red and yellow deco style case in solid wood, and the later blue blue clamshell topped model circa late 1930's with masonite case.

These are unbeatable for the amount of gameplay to game size. Very clever mechanism.
