Jennings Governor handle jam

I am a newbie to the site but I have had the above machine for about 40 years and bought it as a working example. It has worked fine for many years but has accumulated dust etc in the works. I now find that the handle will not pull right down to spin the reels. The coin feed works OK, plus the reels spin, but it just seems as though the pull arm is jamming up against something. I know this is a rather vague explanation but am hoping it is something simple? Any ideas appreciated or any ideas as to whom I could go to for repair?
I live on the Surrey/Sussex border and can travel.
