Handle Starting Bracket and Starting Lever Dampeners?

On my Sega Handle Starting Bracket, there is the remains of some sort of dampning material (rubber maybe) so when the handle starter lever returns on to it, it shouldnt make a clang. Its so hard and rotten i can work out what it is, almost looks like tar. Was this material made of rubber or something else, cork maybe?? Im going to have a go at making a new block as i can see you undo the clamping that holds the material in place? Any suggestions on what i should use?? Thanks, Malcy

I once replaced one of those with a rubber, by which I mean an eraser (calm down everyone!)
