Never heard of Shields.
I'd guess it's a Crompton's re-vamp, carried out by Academy Signs for a particular operator, presumably called Shields.
The fact that you have to beat Fulham could be a clue. Anyone know anything about football?

Shields of Bridlington are best known for the Tuck Shop pinball. They also made a Basketball game:

I've played Tuck Shop, back in the day, so I must've heard of Shields. Another Brid. manufacturer!

The advert is for bespoke signage, so I'm coming round to your theory that Shields revamped an early Crompton machine into Football and put their name on it. I believe manufacturing was a side-line for Shields who operated an arcade in Bridlington, so this would make sense. Chris Roadhog is our resident Shields expert...

Is KOPPO by Shields? It's a metal-cased payout pinball-type, same as Win-a-Lot, but without the back-box.
