Jubilee Tic Tac Toe electric version

Just purchased a Tic Tac Toe for a project.
When powering on, nothing happens. If I flick the coin entry microswitch nothing happens. Payout motor works manually but not on paying combination of reels. Checked fuses, all switches seem OK, cleaned up all push-in connectors and tinned with solder. Just seems dead. I've checked the main PCB at the top, changed everything except the IC chips. I have been told by Henry Powell that certain switches need to be pressed in order but he was not very specific considering I want to spend money with him on some bits All reels spin and push microswitches on paying spin. Can't understand it? It's like it's powerless even though the PCB has mains power? Any ideas please, feel free. Arran_lange@hotmail.com
