I purchased this machine a few months ago and I am made up with it as far as I can remember. Should the handle go back slowly after it has been played? Can somebody help...

Yes it should.
If you follow the handle linkage inside the cabinet you'll find it's attached to an air pump. It acts like a shock absorber and slows down the return journey for the handle.
They do need occasional maintenance which requires disconnecting it from the handle so it can be removed.
Once out of the cabinet you'll see it can be dismantled so you can get to the piston which usually needs splaying out a bit in order to create an air tight seal.
