Electric shocker in French restaurant / bistrot

I found some French postcards from the beginning of XXth century that shown restaurant or bistrot with electric shocker. I think that is not a French manufacturer but importation from UK or United States.

You see a zoom on the machine on the picture linked.
Do you have any information about this electric shocker?

Looks like an integrated scale.
