I've never seen or heard of this "Mills Bandit" part/ad-on before!

I mentioned the Mills variator back in 2007.
Introduced in 1951,
The one on eBay is a bit different, because it's designed as an add-on. Looks like it fastens onto the clock using the two aligned screw holes, it's small cog meshing with the large cog on the clock, and its brake making contact at the base of the air vein shaft.
